On Earth, organisations can hide bad governance inside language for a surprisingly long time. Strategy decks can soften weak ownership. Roadmaps can disguise poor sequencing. Transformation language can make unresolved trade-offs look deliberate.
Orbit is less forgiving.

Governance becomes the structure that keeps multi-actor systems coherent, or exposes the fractures that were already there.

In tightly coupled systems, failure rarely stays clean.
Small faults propagate. Second-order effects emerge. Third-order consequences follow. What begins as a contained issue can become a cascade.
We have seen that pattern in markets. We have seen it in cloud infrastructure. We have seen it in critical systems.
Space makes the pattern brutally visible because there is less slack, less reversibility, and far less tolerance for governance theatre.
Now add AI.
AI accelerates decisions. It automates consequence. It shrinks the window for human correction. It moves through sensing, compute, action, infrastructure, and accountability with increasing speed.

Not in the ambition to deploy. Not in the sophistication of the model. Not in the promise of capability.

Who decides?
On what basis?
With what visibility?
Under what authority?
With what escalation path?
And who carries the consequence when the decision cannot be easily undone?

They are the governance spine of any intelligent system operating in high-consequence environments.
